I havent figured out the purpose or how to use mechanics. It wasn't explained in the intro and I havent found anything searching thewebsite and forum.

Level 20 seems to be impossible without any money or any humvees. Its a great game, I hope someone can help me figure it out.

Mechanics repair units around them slowly, over time. In this map, you really only need to make a mad rush to the designated area, and have at least 3 of your Trucks make the journey. On harder difficulties, you may need to tactically send units ahead to attack the enemy and pull them back to the mechanics for repair before they die. Rinse and repeat until you've cleared a path.
