Let me ask you something.
When a nation attacks another nation, it gets happiness penalities that need to be taken care of :klugscheisser: . But if the nation that he attacks is his unofficial ally, and feeds him with happiness every turn, thx to how the happiness system is right now, the attacker can place his income at 200% with noone paying for his happiness, no matter how huge his nation is. The stronger the attacker, the more income he gets, making him even stronger.
He can break all the limitations set by the happiness penalities and be in a god-mode. :gott:

This trick can let someone heavily increase their gold savings, attack multiple enemies without having much affect on the income, and in a war, while his enemies will have to take care of their happiness every few turns and cannot go on max income, he can focus on advancing his troops at max income without worrying about the happiness.
(And they would even call it "Cooperation for high efficiency" :headbash:)

For people like me, it sure ruins the fun and challange of playing a strategy wargame like AOC, as with this trick all u need is a friend or an ally to do it with, and not a real strategy.

I wont ask if it is legal, cz rules can be set and be removed, but i have to ask if it is supposed to be legal.
