 Post subject: Varying initial action points in a tournament scenario?

I noticed that on the medieval Europe map. That the tournament scenario with 32 nation's some nation's have the typical 3.2 starting actions points but several such as Iraq and Russia only start with 2.5 meaning they can only claimed 2 neutral territories instead of 3 in the intial turn, obviously this could lead to quite a difference down the road
.. was wondering if it's because of the positioning of these nation's? At corners of the map.. or do they maybe have higher populations at their capitals... I was just wondering if this was unintentional or if it was done to balance the game.

Yes, it's done for balancing. Those nations already have an advantage at the start of the game due to their locality. :roll:
