When you click on the (?) button, it should give you an explanation!? I assume you are referring to "Diplomacy - Strict" in English? Basically a protectorate has to follow the diplomatic rules of the protector.

The AI will follow the rule also. However, personality-wise, not much will change. They peruse the same targets.
