Shouldnt declare war happen before attacks? Or is this blocking the king sniping, like declaring war and on the same turn and capture the king ?

Looting (I assume you mean "Pillaging") falls into static orders! I'll update the manual.

Where can I see the updated manual? In the last game I was faced with a situation where my country was less than my opponent, but his turn was first. Noblemaster wrote in the game: "It's based on Standings, that's how the move-order is determined, not number of provinces.
For more specifics, read the Guide! It shows which actions count/do not count towards move-order. See the Static vs. Non-Static actions part.". I want to understand the principles of determining the priority of stroke.

It's the "Guide" in the game available from the home screen. If you are running the latest version of the game, it should all be there.
I you believe there is something different, would you mind creating a reproducible test-case, so I can fix as needed?

Actually, the manual says that the first player move the smallest country. And that's all. The other option is not there. But now I know that in the Annihilation it is not. Question. How?

Let me check & update the manual for the next update. "Smallest Nation" is somewhat ambiguous.

A few words about the priority of the move. The same countries. The same number of points. The first goes to the country that lower in the rankings. But they are the same. Absolutely. I propose in such cases to implement the random order of determining the first move. It will be fair.

i just experienced such a situation (both players have the same ranking within the respective game) and again thought that the movements should then be acted out simultaneously.
if i am not mistaken, then we do have the option to play without penalty anyway. for such cases, it should also be done that way for handicap games.

Not sure if random is the way to go? Besides revolts (+?) where province happiness is less than 50% (can be controlled by the player), only the human and AI inputs are random.

Options. The first goes to the country with the best happiness. If happiness is the same, then the one who has more/less population. We have to decide which is preferable.

If this happens on the 1. turn, happiness & population will most likely be exactly the same!

Most likely, one of the players to buy soldiers. But in the case of full equality, then random selection.
