Can we not have it at -12%. The main reason anyone uses this is so that they can finish the game off. I think it should be much lower

If the game finishes anyway, does it really matter how many percent it is?

Yes, considering that 4 or 5 can completely collapse a country. Why should there even be a happiness penalty on it?
