That's cool! It's going to save me time as I'll probably just "steal" it to make it the new default AI. On the other hand, it's more motivating myself to improve my own AI, if I can compare it against someone else's!

If you choose java as a programming language for the AI, I'm sure you'll find people who could write AI's that just read scripts...
As of security, the only possibility I see is to make your interface "read only", ie in the example you provided earlier, the "Game" and "Provinces" allow only to read information, and not to set any value (and moreover, allow only to read the information accessible to the AI player)

The AI would get a copy of the game and an interface to record orders!
