I will save in gimp(gimp is free and has the same features as the popular applications) and from your answer, I need to use the AOC tool to add the topology. I used the, water feature but didn't take time to understand it. Is it difficult to add ocean?

Also do you have good sources for maps? Most I saw wanted money to download. Does google earth have a download?

The AoC map tool doesn't add anything to the image itself. The "water" in the tool is just used for adding connections to provinces that require ship movement. Beyond that, it does not provide any visual feedback to the user. Everything you need to do to the image needs to be done in GIMP/Photoshop.

As far as the actual images, you can use any image, it doesn't have to be an actual street/topographical/etc "map".

Noblemaster might be able to better address this than I but when ImLagging said you can use any image. He meant any public domain image or image you create yourself. If you use an image that some company created and copy write they might be prone to bring legal actions again you and or Noble Master Games.

I found public domain maps but all I am using are the outlines. I am creating my own fill and topo (nobelmasters template). The first will be the DC area but then I might do LA and NYC..
Thanks for your help

Ps I'm not a novice when it comes to developing geographical applications but at work I have funds to buy stuff from Mapinfo - ESRI etc so I never though about Legal issues
