It's similar to V2, there is just more:
- Increase Upkeep Cost | reduced tax income
- Military Spending (new)
- Vassal Income + Payments (new)

so is military spending a system to control the max size of armies wielded by players? so essentially no more massive 1,000,000 vs 1,000,000 stacks battles ?
